At present, the air pollution situation in our city is still grim, especially the heavy pollution weather in autumn and winter last year, which has become the focus and difficulty of air quality improvement. In order to effectively carry out the prevention and control of air pollution in autumn and winter (October 2017-March 2017), we will resolutely fight the blue sky defense war and formulate this plan on the basis of the "Cizhou Air Pollution Comprehensive Treatment Plan".

First, fully understand the seriousness and urgency of the atmospheric environment in autumn and winter.

2017 is the closing year of the first phase of the 50 provinces of the Ten States and the first year of the implementation of the provincial 1+18 document. In particular, the entire party held the 19th National Congress in October to fully grasp the autumn and winter atmosphere. Pollution control and proper response to heavy pollution weather are of great significance. In recent years, the continuous improvement of atmospheric management, the overall air quality of the city continued to improve, but the improvement of air quality in autumn and winter is not obvious. Especially since the autumn and winter of 2016, the city has repeatedly experienced heavy pollution weather, with a wide range of influence, heavy pollution and long duration, which greatly offset the previous improvement results. Affected by heavy pollution in January and February 2017, the average concentration of pm2.5 in the first half of the year increased by 23.3%. This fully shows that the key to the completion of the 2017 air quality improvement target is the autumn and winter, and the decisive battle should be dealt with in heavily polluted weather.

Faced with the unfavorable situation of the worsening of atmospheric diffusion conditions in autumn and winter, the current atmospheric control work still has weak links, some key work progresses behind, the prevention and control measures in autumn and winter are not targeted, and the effect of heavy pollution weather is not obvious. On the basis of the implementation of existing measures, more stringent measures must be taken to effectively reduce the intensity of pollutant emissions in autumn and winter and reduce the frequency and extent of heavy pollution. Relevant departments of counties (cities, districts) and municipalities should fully understand the importance and urgency of strengthening the air pollution control work in autumn and winter, further strengthen the awareness of efficiency, responsibility, and overall situation, and be responsible for the responsibility of the soil and the responsibility of the soil. Basic idea: Adhere to the problem-oriented, take the stable and scattered pollution enterprises and the comprehensive rectification results of the clusters and the stable emission standards of the elevated sources as the holding positions, take the coal reduction, standardization and peak production as the main direction, and respond to the heavy pollution weather. As an important breakthrough, strengthen the city's joint defense joint control, strict law enforcement supervision, strengthen supervision and dispatch accountability, comprehensively implement the attack, and mobilize the whole people to cope with heavy pollution.

Third, the main task

(1) Building and improving the air quality monitoring network system

1. Accelerate the construction of monitoring networks in counties (cities, districts). According to the unified deployment of the province, 20 air quality automatic monitoring stations will be added before the end of October 2017 to achieve at least 2 points in each county (city, district). The information is released in real time, and the original monitoring data of all sites is uploaded to the China Environmental Monitoring Center in real time, with an upload rate of over 90%. All counties (cities, districts) shall set up monitoring points for dustfall, do a good job in data quality control, and report the amount of dustfall to the China Environmental Monitoring Center every month.

2. Strengthen monitoring data quality management. Severely crack down on monitoring data to ensure that the monitoring data is fair and authoritative. Once the interference monitoring data is found, the responsibility of the relevant personnel is strictly investigated.

(2) Accelerating the comprehensive improvement of scattered and polluting enterprises and clusters

The 5,988 scattered and polluting enterprises that have been included in the provincial rectification list in the city are classified and treated according to the principle of first stopping and then treating and three batches. 4. Coordinate the comprehensive improvement of clusters of scattered and polluting enterprises. The city continued to deepen the implementation of scattered and large-scale enterprises to achieve zero-tolerance and concentrated efforts, and implement dynamic update and account management to ensure completion by the end of September. From October 1st, 2017, all environmental protection accountability will be included in the clusters of enterprises that report leaks and reports air pollutants. All counties (cities, districts) shall implement overall rectification of clusters of scattered and polluting enterprises, formulate overall rectification plans and disclose them to the public, and promote the comprehensive improvement of county environment and enterprise upgrading in accordance with the requirements of unified standards and unified timetables. If the general rectification requirements are not met and the general illegal sewage discharge or regional environmental comprehensive rectification is not in place, the listing supervision shall be carried out, and the rectification shall be carried out within a time limit. In the enterprises that have been upgraded and upgraded, in accordance with the requirements of sustainable development and clean production, the pollution control facilities will be comprehensively upgraded and upgraded to meet environmental protection requirements, and to achieve greater, superior and stronger. (III) Accelerate the comprehensive treatment of loose coal pollution

7. Strengthen coal quality supervision. For the heating season (November 15, 2017 - March 15, 2017), loose coal that does not have the alternative conditions for clean energy, actively promote the use of clean coal such as coal-type charcoal, and carry out agricultural greenhouses and livestock houses. Wait for coal to replace work. Increase the supply of clean coal production. Strictly crack down on the sale of inferior coal. Before the end of the year, the city's coal quality sampling rate reached 85%, ensuring that the quality of coal used throughout the city meets national or local coal quality standards. For areas that have completed gas (electricity) coal replacement, all loose coal sales outlets will be eliminated, regional loose coal control will be strengthened, and loose coal inflows are strictly prohibited.

(4) Deeply promote the treatment of coal-fired boilers

8. Comprehensive investigation of coal-fired boilers. Continue to carry out comprehensive screening of coal-fired boilers, tea boilers, operating small coal stoves, gas generators, etc., to ensure that there are no dead ends, no blind spots, one by one registration, establish management lists and ledgers. 9. Further expand the elimination scope of small coal-fired boilers. All counties (cities, districts) should combine the requirements of air quality improvement targets, raise the elimination standards, expand the scope of implementation, and further eliminate coal-fired boilers, tea stoves, and small coal stoves, especially the vigorous elimination of 10 tons of steam in rural areas. /50 hours and below coal-fired small boilers.

10. Complete the task of clearing coal-fired small boilers. The methods of eliminating coal-fired boilers mainly include banned shutdown, centralized heating replacement, coal-to-gas conversion, coal-to-electricity conversion, conversion to geothermal energy, wind energy solar energy, and biomass energy with bag filter, excluding modified clean coal and coal water slurry. , anthracite, blue carbon, green coke, crude oil, etc., to close the coal-fired boiler must be removed from the chimney or physically cut the flue, does not have the conditions for resumption of production. 11. Promote boiler upgrades. Before the end of September 2017, 23 sets of 35-65 steam tons/hour (including 65 steam tons/hour) steam boilers and various capacity hot water boilers all reached special emission limits (gb13271-2014 Table 3). The counties (cities, districts) with tasks should speed up the promotion, urge the relevant enterprises to speed up the construction progress, and ensure that the transformation tasks are completed before the end of September. From November 1, 2017, coal-fired boilers that fail to meet the standards or fail to meet the relevant emission requirements will be discontinued.

12. Strictly control coal consumption. Since the implementation of the "Atmosphere Ten", the new expansion and coal consumption projects that have not been replaced by the same or reduced volume of coal consumption have been implemented in accordance with the requirements of the "Atmosphere Ten". Reduced coal consumption should be managed in a list, which is verifiable and measurable. Strictly implement the coal reduction and replacement of the new coal-consuming projects, and replace the clean energy with coal-to-electricity and coal-to-gas to achieve a negative growth in total coal consumption. In 2017, the city's total coal consumption was reduced by 100,000 tons compared with 2016.

13. Complete the task of resolving excess capacity ahead of schedule. The city's coal-free motor unit elimination, steel, flat glass, coke capacity reduction task.

(V) Practically strengthen the unorganized emission management of industrial enterprises

14. Systematic investigation of unorganized emissions. All counties (cities, districts) shall organize the investigation of unorganized emissions of industrial enterprises, focusing on transportation, loading, unloading, storage, transfer and transportation of industries such as building materials, nonferrous metals, thermal power, coking, and boiler materials (including waste). 15. Strengthen the reform of unorganized emission control. All counties (cities, districts) should urge enterprises to formulate unorganized emission reform plans, and complete unorganized emission control before the 2017 heating season. Powdered, granular materials and fuels that are prone to dust, such as coal, coal gangue, coal slag, coal ash, cement, lime, gypsum, sand, etc., should be stored in a closed manner, transported by closed belts, closed corridors, tubular belt conveyors or Closed carriage, vacuum tanker, pneumatic conveying and other closed conveying methods; block materials are stored in the shed or built into the wind and dust suppression net, and there are comprehensive measures such as sprinkler spray and cover to suppress dust. Enterprises that fail to implement the requirements for unorganized emission control shall be punished according to law, and the implementation of production suspension and remediation shall be incorporated into the winter peak production plan.

(6) Comprehensively carrying out comprehensive management of key industries

16. Solidly advance the vocs governance tasks in key areas. From July 1, 2017, strict implementation of the petrochemical industry emission standards. Promote chemical, pharmaceutical and other chemical industries, automotive manufacturing, machinery and equipment manufacturing, furniture manufacturing and other industrial coatings, packaging and printing industries, vocs comprehensive management. Before the end of October 2017, all counties (cities, districts) basically completed the rectification work, and the unfinished enterprises were implemented to stop production and rectification according to law, and incorporated into the winter peak production plan. The production of vocs-containing materials should be carried out in a closed production process or in a confined space with a gas collection system. Process exhaust gas, distillation unit non-condensation tail gas and other process exhaust, process vessel replacement gas, purge gas, vacuum exhaust, etc. should be collected. Leak detection and repair (ldar) is fully implemented for sealing points such as pumps, compressors, valves, flanges and other connectors. Strict control of storage, loading and unloading of emissions.

17. Promote full coverage of automatic emission monitoring of flue gas emissions. Before the end of October 2017, under the premise of ensuring that all 127 points of 65 enterprises are connected and operating normally, comprehensively check out the overhead sources with the exhaust port height exceeding 45 meters, all of which are equipped with automatic monitoring facilities, electricity, coking, cement. It is necessary to check and fill the gaps, install automatic monitoring facilities, and network with the national, provincial, municipal, county (district) pollution source automatic monitoring and management system. If the company exceeds the standard, it will be able to immediately rectify and solve the problem; if it cannot complete the rectification immediately, it will stop production and rectification; if it is unable to stop production immediately, it will be punished according to law; If the discharge is up to standard, the government shall order it to suspend business and close it. The effective data transmission rate will not reach 90% or within a month, the counties (cities, districts) administrative areas of many enterprises exceeding the standard discharge, the implementation of listing supervision, tracking rectification of sales.

(VII) Accelerate the implementation of sewage permit management

18. Accelerate the issuance of pollutant discharge permits for key industries. Before the end of October 2017, the city completed the discharge of electricity and cement companies' discharge permits. Before the end of December 2017, the completion of the issuance of pollutant discharge permits for the manufacture of raw materials and pesticides. If the pollutants discharged from the pollutant discharge permit are not obtained in accordance with the law, they shall be punished according to the law. Those who fail to discharge pollutants according to the law shall be suspended from production and rectification according to law, and shall be fined. If they refuse to make corrections, they shall be punished according to law.

(8) Strictly control the pollution discharge of mobile sources

19. Strictly investigate and deal with excessive discharge of trucks. All counties (cities, districts) should establish an all-weather, all-round control network for high-emission freight vehicles such as diesel vehicles to ensure that road freight vehicles meet the standards, and force enterprises to speed up the proportion of railway freight. Traffic, public security traffic police and other departments should actively cooperate with and support to ensure that remote sensing monitoring networks for interconnection and sharing will be completed by the end of December 2017, and vehicles exceeding the standards will be fully screened.

From October 2017, the organization of public security traffic police, transportation, environmental protection, safety supervision, urban comprehensive law enforcement and other departments, in the main roads of trucks, logistics and freight passages, the main card into the urban area, etc., daily comprehensive law enforcement inspection , all illegal vehicles will be severely punished. For vehicles that exceed the standard for driving on the road, the environmental protection department can cooperate with the public security traffic police department to impose strict punishment and all persuasion. For vehicles exceeding the standard found through the road inspection and remote sensing monitoring, the traceable emission inspection agency, the transportation company, the registration site, the driving route, etc., are exposed to the society. For related enterprises with outstanding problems, implement multi-department joint punishment, severely punish illegal acts, and order the transportation enterprises to promptly eliminate and update vehicles exceeding the standard in time. For the emission inspection agency that is fraudulent, it shall be punished according to law; if the circumstances are serious, the emission inspection qualification shall be cancelled. Administrative accountability is implemented for those who are ineffective in the enforcement of vehicle registration, emission inspection sites, and driving routes.

20. Strengthen the prevention and control of construction machinery pollution. All counties (cities, districts) shall, in accordance with the requirements of the Law of the People's Republic of China on the Prevention and Control of Air Pollution, speed up the delineation and publication of areas that prohibit the use of high-emission non-road mobile machinery. It is forbidden to use black smoke and high-emission engineering machinery (including excavators, loaders, graders, pavers, road rollers, forklifts, etc.) throughout the city. Accelerate the elimination of high-emission old ships, construction machinery, agricultural machinery, port machinery and civil aviation special vehicle equipment. It is forbidden to use black smoke operation machinery at the port of Huanghua Port. All relevant departments should cooperate with the environmental protection department, focus on construction sites and port terminals, conduct weekly inspections, impose top-level penalties on illegal acts, and impose daily punishment on the owners.

21. Strengthen the supervision and management of vehicle oil products. From October 2017, the city banned the sale of ordinary diesel (except for the sale of ordinary diesel oil from the port of Huanghua Port to ocean-going vessels) and the gasoline and diesel fuel for vehicles below the national standard, to achieve three-oil for vehicle diesel, ordinary diesel and direct fuel oil. 23. Comprehensively strengthen dust control management. All kinds of construction sites in the city should be surrounded by construction site surrounding fences, material stacking, earthwork excavation wet work, road hardening, in and out vehicle cleaning, and muck vehicle closed transportation. Six hundred percent; all earth and stone construction sites above the scale are installed online monitoring and video. Monitor and network with relevant authorities. All kinds of long-distance linear projects such as municipal, highway and water conservancy projects are fully implemented in sections. The muck transport vehicle shall be equipped with a closed device. If it is not in compliance with the requirements, the upper limit shall be imposed and the qualification of muck transportation shall be cancelled. During the heating season, all kinds of road works, water conservancy projects and other earthwork operations and house demolition and construction will be stopped. For major livelihood projects and key projects involving earthwork operations that cannot be stopped, the project construction unit shall apply for it and the competent department of the industry shall firstly review it and report it to the municipal government for approval. All relevant departments should regard it as the inspection focus and strictly supervise. Enterprises that violate the rules shall be punished according to the relevant regulations and disclosed to the public. The average dustfall is less than 9 tons/month square kilometer as the control index, and it is included in the assessment of the county (city, district) party and government leading cadres. The average dustfall in the areas with special natural conditions is not higher than 12 tons/month square kilometers.

24. Strongly promote the comprehensive improvement of open pit mines. There is no open pit mine in our city.

25. Reduce fireworks and firecrackers. In accordance with the requirements of the ban on holidays and the control of festivals, the "Notice of the People's Government of Chenzhou City on the Implementation of the Prohibition of Fireworks and Firecrackers" was strictly implemented. (10) Deeply promote the peak production and transportation of industrial enterprises

26. The coking casting industry implements partial peak production. 27. The building materials industry fully implements peak production. All counties (cities, districts) should combine the industrial characteristics of the local building materials industry to propose a larger range of peak production requirements.

28. The non-ferrous chemical industry optimizes production regulation. If the carbon enterprises in the heating season fail to meet the special emission limits, they will all stop production and reach the special emission limit. The production limit is 50% or more, based on the production line. In the non-ferrous recycling industry, the casting process is limited to 50% in the heating season. Pharmaceutical companies involved in the production of APIs are involved in the vocs discharge process, and the pesticides used in the production process are involved in the vocs discharge process. In the heating season, the production is suspended. In the case of special needs such as people's livelihood, it is necessary to report to the provincial government. Approved.

29. Bulk materials are transported in the wrong peak. All counties (cities, districts) must do a good job in coking, coking, nonferrous metals, electricity, chemicals, and other key car companies involved in the transportation of bulk raw materials and products, find out the ratio of production capacity and raw material transportation, and combine the industry's peak production requirements. Key car companies must reserve production materials in advance, rationally arrange capacity, and seal up vehicles with higher emission emissions from their own fleets. (11) Properly respond to heavy pollution weather
