The price paid by Nanzhuang Town for this purpose is 7 billion yuan in industrial output value and nearly 200 million yuan in tax revenue. However, the debate about whether industrial transfer will pass on pollution has also arisen.

Eighty percent of Tao enterprises moved out
On December 29th, Foshan held a conference on energy conservation and consumption reduction in the city. According to the relevant person in charge of Foshan Economic and Trade Bureau, 220 of the 298 building ceramics enterprises that have been adjusted and upgraded have been transferred and converted to 220. The ceramic industry has always been the traditional pillar industry of Foshan. According to the data provided by the “Planning”, the total output value of ceramic industry in Foshan City in 2007 was 61.445 billion yuan, total profit was 3.644 billion yuan, total tax revenue was 1.809 billion yuan, and more than 120,000 employees were absorbed. The products were exported to more than 170 countries and regions.

However, Foshan City is not easy. According to the national “Eleventh Five-Year Plan” requirements, the energy consumption per unit of GDP in 2010 was about 20% lower than that in 2005. In 2007, the non-metallic mineral products industry above designated size in Foshan City (the total output value of ceramic industry accounted for 82.6% of the non-metallic mineral products industry). The energy consumption per unit of output value is 4.17 times that of the above-scale industries, which is second only to electricity and heat in various industrial sectors. Production and supply industry ranked second.

Not only that, but more and more serious pollution has become a "tightening curse" in Foshan. According to the "Planning", in 2007, the industrial dust emission of key enterprises in the ceramic industry in environmental statistics was 4438.89 tons, accounting for 59.86% of the total industrial enterprises in the environmental statistics; the sulfur dioxide emissions were 45478.63 tons, accounting for 42.15%; The emissions of soot and ammonia nitrogen also accounted for about 30% of the total.

In this regard, Foshan City has proposed to take measures to promote the ceramic production enterprises that cannot be upgraded or upgraded under the existing conditions or that have not been reformed but still fail to meet the requirements of the Foshan Ceramic Industry Structure Adjustment Program. Renovation in different places, transformation of production or implementation of shutdown and shutdown.

Zhang Huiming began to push the pace of enterprise transfer and upgrade with pressure. To this end, Nanzhuang Town established a stability group, and also established a special investment bureau. Foshan governments at all levels have successively issued a series of red-headed documents listing the list of enterprises that require closure and transfer.

Does transfer mean passing on pollution?

Remediation, received an immediate effect. Last year, Foshan's unit GDP energy consumption dropped to 0.694 tons of standard coal per 10,000 yuan, and the target task of reducing energy consumption per unit of GDP by 20% during the 11th Five-Year Plan period was completed one year ahead of schedule. At the same time, Foshan City's energy consumption decline rate per unit of GDP in 2008 and 2009 ranked first in Guangdong Province.

More importantly, industrial transfer has also improved the environmental quality of Foshan City. According to the Foshan Environmental Protection Bureau, the concentration of sulfur dioxide and respirable particulate matter in the air in Nanzhuang Town in 2009 was down by half compared with that in 2003. Nanzhuang Town also said that it will transfer polluting enterprises and build an ecological city. In June last year, the Nanzhuang Ecological Recreation Area with a total area of ​​about 10 square kilometers officially broke ground.

However, there has been a debate about whether industrial transfers will pass on pollution. It is understood that Foshan's ceramic enterprises have mostly moved to other places in Jiangxi, Hunan, Sichuan and Guangdong Province. As a highly polluting industry, it has left a green mountain and green water for Foshan, but it is likely to bring different levels of environmental damage to other places.

In fact, as early as the beginning of the industrial transfer in 2007, the industry noticed this problem. At that time, Chen Fan, the vice chairman of the China Ceramic Industry Association and a professor at South China University of Technology, said that if the ceramic enterprises go out passively, they will be polluted outside.

Lan Weibing, director of Foshan Office of China Ceramic Industry Association, told the reporter of “Daily Economic News” that Foshan is the cultural center of ceramics and has a strong cultural atmosphere. At the same time, Foshan has gradually become the world's ceramic marketing center. Many foreign buyers come to China and must go to Foshan.

Some analysts believe that this means that if environmental protection can meet the standards, companies are more willing to stay in Foshan. If it does not meet the standard, it will also cause pollution when it goes to other places.

However, many companies also said that environmental protection should not be polluted after industrial transfer, and modern production techniques can be used to transform traditional production processes.
