Latest developments in the regulation of imported plastic pellets

Recently, the Customs Administration has changed the way in which the import of single black recycled plastic granules has been regulated. The General Administration of Customs will supervise a single black recycled plastic granule according to the waste, and it is necessary to provide a permit, which has led to difficulties in the customs clearance of some plastic granule import enterprises, and there is a phenomenon of goods stranding in Hong Kong. Recently, the Plastics Recycling Professional Committee of China Plastics Processing Industry Association was commissioned by member companies to communicate with the General Administration of Customs. The General Administration of Customs has made a written reply to the Association. In addition, the General Administration of Customs and the Ministry of Environmental Protection will negotiate a solution in the near future. All relevant enterprises are requested to submit further relevant opinions as soon as possible so that the Association can promptly report to the General Administration of Customs and the Ministry of Environmental Protection.
The relevant clarifications in the written reply of the General Administration of Customs are as follows:

1. From January to April 2014, according to the relevant customs reports, we conducted research on the regulation of recycled plastics and related commodity classification, and specially called your association and the Department of Pollution Prevention and Control of the Ministry of Environmental Protection, China Environmental Science. The Institute of Solid Waste Pollution Control Technology, Shanghai Customs and Dalian Customs jointly met to discuss and reached an agreement. According to the opinions of the above-mentioned meeting, and signed by the Department of Pollution Prevention and Control of the Ministry of Environmental Protection, our company replied to the relevant customs and copied it to the national customs.

2. Regarding the entry of black plastic particles of waste plastics reflected in the letter from the Plastics Recycling Professional Committee of China Plastics Processing Industry Association, it mainly involves the trade control policy of the competent national authorities on specific commodities. Customs is the national import and export supervision and management authority. For goods with prohibitive and restrictive regulations in the country, the customs mainly implement supervision in the import and export links in accordance with the provisions of laws and regulations, and work on industrial policies, professional field identification and special policies and regulations. Customs mainly cooperates with the competent departments to perform supervisory duties. In view of the professionalism of your opinions, it is recommended that you further develop the professional advantages of industry associations and actively report to the competent authorities.
